This Convention states that all vessels transporting over two thousand (2,000) tons of hydrocarbons as cargo must obtain insurance or other financial guarantee to cover the amount of its limits of liability.
As evidence of the compliance with this requirement a Certificate of Liability for Oil Pollution Damage (CLC’92) shall be placed on board, confirming that insurance or other financial security is in force in accordance with the requirements of the International Convention on Civil Liability for Oil Pollution Damage, 1992 (CLC92), since the Convention’s entry into force.
Important information to be considered before the application process begins:

Make sure that your P&I Club has been duly approved by the Republic of Panama to issue a Blue Card for the Bunker Convention, this information is available in our Merchant Marine Circular No. 202 (http://www.segumar.com/wp-content/uploads/2015/08/MMC-202august2015.pdf). The Blue Card must also indicate the Name and Address of the Principal Place of Business of the ship owner, in accordance with the provisions of Article 7 of the International Convention on Civil Liability for Oil Pollution Damage, 1992 (CLC91).

You may apply for multiple vessels with a single order provided that they will use the same form of payment and same delivery address. If you require payments and/or delivery addresses separated, then separate orders should be placed.

Fee for issuance of the Certificate of Liability for Oil Pollution Damage (CLC’92) is US$100 and Certificate can be issued to registered vessels.
Please feel free to print or save these instructions for your easy reference on how to use the electronic application system.
STEP 1:
Press the “Ready to apply” button to begin with your application. Fill in all required fields marked with a star key (*) on the “Agent Details” tab, note that you will be able to search the agent name typing the first letter of the word, furthermore once your information is saved, it can be displayed for future applications. Please make sure to include on “E-mail Address” field of E-delivery Section the correct information to receive notifications of the certificate and press “continue” button.
STEP 2:
Shipping Address details should be filled on “Agent Details” as well. This information will be necessary in case that a certificate will be delivered by courier. Each application provides for a single shipping address and form of payment for multiple ships. If you require separate payments and/or separate delivery addresses, then you should separate your applications.
After you filled the information on step 1 and 2, you will not need to fill it again, it will be saved for future applications; press continue button to go to the next tab.
STEP 3:
On “application list” tab you are able to search in our fleet, the vessel (s) you would like to apply for, just select the flag and then type on search field (by IMO Number, Name of Ship, Call Sign); click the search button to bring the ship information automatically. Please complete the remaining fields and upload the required documents (Blue card, Registry certificate and official payment receipt), make sure that your information matches to the blue card. Also on this screen you are able to select the Segumar Office of your preference, where the Certificate will be processed.
STEP 4:
Finally press “Add application” button. Please note that before press continue, you can add more vessels as necessary, up to ten (10) applications of the same Certificate type is supported by the system. Press “continue” button in case you are done. A new tab is automatically displayed “Order Review” just to have a brief summary of your applications.
STEP 5:
Press “Done” button to send your application. You will be assigned with a control number of application, just for internal purposes. Would you like to apply for additional certificates just press the type of Certificate that you require to apply for.
CLC 92 will be processed by the Segumar Panama Office and delivered by e-mail to the email indicated by the user in the step 1. Original signed document is not required any more. For further information, please contact us at: liabilities@segumar.com
