As per international entry into force of the Maritime Labour Convention 2006 (MLC), the Republic of Panama has adopted the Convention through Law No. 2 of January 6, 2009. Additional details on the MLC are available in our Merchant Marine Circular No.269. This Convention states that vessels from 500GT and above are required to carry on board a MLC certificate confirming as it is required by Maritime Labour Convention 2006 (MLC) since its entry into force on 20 August 2013.
Important information to be considered prior the submission of the related application:

Vessels with a gross tonnage of 500 GT or more, engaged in international voyages, and those with a gross tonnage equal or over 500 GT flying the Panamanian flag and operating from a port, or between ports from another country, must have on board and in a visible place a copy of the Maritime Labour Convention and the Maritime Labour Certificate complemented with the Declaration of Maritime Labour Compliance, which consists of two parts, DMLC-Part I and DMLC-Part II. This information is available in our Merchant Marine Circular No. 269.

In accordance with the MLC 2006, the term “international voyage” refers to a voyage from a country to a port located outside such country.

The International Technical Office of Segumar Panama shall issue at no cost, the Declaration of Maritime Labour Compliance, Part I, (DMLC-Part I) in digital format where the national regulations required to certificate the vessel in accordance with the guidelines of the Maritime Labour Convention, 2006 (MLC, 2006), are regulated.

For the P&I Clubs or Insurer authorized by Panama the information is available in our merchant marine Circular MMC No. 202.
Please save this instruction for your easy reference on how to use E-application system.
STEP 1:
Press ready to apply button to fill your application. Fill in all required page fields marked with asterisk (*) on “Agent Details” screen, note that you will be able to search the agent name typing one word, furthermore once your information is saved, it can be displayed for future applications. Your certificates will be delivered via email, please make sure to include on field “E-mail Address” the correct information to receive the certificate, press continue button.
STEP 2:
If the vessel has changed its name, owner or gross tonnage and maintains a valid DMLC Part I, need send an email to mlc@segumar.com or the convenient Segumar Office to request the current DMLC cancellation, and continue with the application.
On application list screen you are able to search in our fleet, the vessel (s) would you like to apply for, just please select the flag and then type on search the IMO Number, Name of Ship or Call Sign; then click the search button to bring the ship information automatically.
Please complete the remaining fields and upload the following documents:

Registry certificate (Patent of the vessel) (optional)

The financial security regarding to the Seafarers Repatriation for cases of abandonment, A2.5.2;

The financial security regarding to the Shipowners’ Liability, A4.2.1;

Also on this screen you are able to select the Segumar Office of your preference.

Finally press “Add application” button. Press continue button.
Press button “Send" to process the application. An application number is generated that goes directly to the applicant's account and to the mlc@segumar.com account or the selected Segumar Office.
DMLC Part I will be processed by the Segumar Offices and the DMLC sent directly to the applicant's e-mail. Original signed document is not required any more. For further information please contact: mlc@segumar.com
