E-SEGUMAR APPLICATION

Panama Maritime Authority is pleased to welcome you to the technical certificates electronic application System

The Republic of Panama ratified the HKC, 2009 through Law No. 28 dated 1 July 2016, which aims to ensure that ships that have reached the end of their operating life are recycled safely and without posing risks to human health and the environment. Considering after fulfilling the requirements and criteria established for the entry into force of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, by the IMO, it will enter into force on June 26, 2025, and will be mandatory for the ships of our registry. Therefore, Panamanian-flagged ships will be required to have onboard an International Certificate on Inventory of Hazardous Materials and an Inventory of Hazardous Materials (IHM). International Certificate of Inventory of Hazardous Material applies to ships of 500 gross tonnages and above.

Reference is made to Resolution No.107-OMI-264-DGMM dated 20 October 2023 adoption of Resolution MEPC.379(80) - 2023 Guidelines for the Development of the Inventory of Hazardous Materials (IHM) dated 7 July 2023, Resolution MEPC.222(64) - 2012 Guidelines for the Survey and Certification of Ships under the Hong Kong Convention dated 5 October 2012 (Only as Recommendation) and Resolution J.D No. 024-2025 dated 30 April 2025.

Important information to be considered prior the submission of the related application:

  • Make sure that a copy of all required documents is up to date, to apply for the International Certificate on Inventory of Hazardous Material as follows: Survey Report of IHM issued by the RO, Copy of the Interim International Certificate on Inventory of Hazardous Materials issued by the Recognized Organization, Cargo Ship Safety Construction Certificate or the International Load Line Certificate (1966) together with the International Oil Pollution Prevention Certificate (when Cargo Ship Safety Construction Certificate do not apply), Safety Management Certificate (If the Safety Management Certificate does not apply, a Statement from the Owner/Operator shall be uploaded), Part I of inventory of hazardous material duly verified by the RO and Official payment receipt.

  • You may apply for multiple certificates for multiple vessels with a single order provided that they will use the same form of payment and email address. If you require separate payments and/or separate email addresses, then separate orders should be placed.

  • Applicable Governmental fee per certificate is US$300; certificates can be issued to registered vessels. Please have your payment information available (wire transfer copy, Consulate payment receipt).

Please save this instruction for your easy reference on how to use E-application system.

STEP 1:

Press ready to apply button to fill your application. Fill in all required page fields marked with asterisk (*) on “Agent Details” screen, note that you will be able to search the agent name typing one word, furthermore once your information is saved, it can be displayed for future applications. Your certificates will be delivered via email, please make sure to include on field “E-mail Address” the correct information to receive the certificate, press continue button.

STEP 2:

On application list screen you are able to search in our fleet, the vessel (s) would you like to apply for, just please type on search the IMO Number, Name of Ship, Call Sign; then click the search button to bring the ship information automatically. Please complete the remaining fields and upload the following documents:

  • Survey Report of IHM issued by the RO,

  • Copy of the Interim International Certificate on Inventory of Hazardous Materials

  • Copy of Part I of the Inventory of Hazardous Materials according to IMO Res.MEPC.379(80), duly verified by the RO

  • Cargo Ship Safety Construction Certificate or the International Load Line Certificate (1966) together with the International Oil Pollution Prevention Certificate (when Cargo Ship Safety Construction Certificate does not apply)

  • Safety Management Certificate (SMC). If the Safety Management Certificate does not apply, a Statement from the owner/operator must be uploaded

  • Official Payment Receipt.

*Note: in case the Cargo Ship Safety Construction Certificate does not apply, a copy of the Load Line Certificate (full-term) and a copy of the International Oil Pollution Prevention Certificate (full-term) must be submitted.

Also on this screen you are able to select the Segumar Office of your preference for processing your request. Finally press “Add application” button. Please note that before press continue, you can add more ship applications as necessary, and limit is 10 (ten). Press “Continue” button.

STEP 3:

Verify the amount to be paid and make sure that your payment receipt has been made accordingly. Press “Continue” button to send you application.

An International Certificate on Inventory of Hazardous Material will be processed by the selected Segumar Office and delivered by e-mail (Electronic Certificate). Please note that the original signed document is not required anymore.
