The Panama Maritime Authority is pleased to welcome you to the electronic application System.
Effective as of January 1983, the Republic of Panama has adopted measures for the purpose of ensuring that, from the point of view of safety of life at sea, all ships shall be sufficiently and efficiency manned. Therefore, every Passenger and Cargo Vessel of more than 200 GRT registered under the Panamanian Flag shall have on board a Minimum Safe Manning Certificate.
Reference is made to Resolution MSC. 325(90) of 24 May 2012 - Adoption of amendments to the international convention for the safety of life at sea, 1974, as amended, adopted by Resolution No. 106-OMI-118-DGMM. Resolution A. 1047(27) of 30 November 2011 – Principles of Minimum Safe Manning adopted through Res. 106-OMI-117-DGMM, Resolution 106-147-DGMM of October 15, 2013 including but not limited to STCW Manila Amendments 2010.
Important information to be considered prior the submission of the related application:

Make sure that all required documents for the MSM Certificate are up to date as follows: copy of the SMC (for vessels less than 500 GRT please provide attestation letter from owner´s representative nominating the Management company), Navigation Registry (PATENTE), payment receipt.

You may apply for multiple certificates for multiple vessels with a single order provided that they will use the same form of payment and same delivery address. If you require separate payments and/or separate delivery addresses, then separate orders should be placed.

Applicable Governmental fee per certificate is US$150; certificates can be issued to registered vessels. Have your payment information available (wire transfer copy, Consulate payment receipt)

STEP 1:
Press ready to apply button to fill your application. Fill in all required page fields marked with asterisk (*) on “Agent Details” screen, note that you will be able to search the agent name typing one word, furthermore once your information is saved, it can be displayed for future applications. Your certificates will be delivered via email, please make sure to include on field “E-mail Address” the correct information to receive the certificate, press continue button.
STEP 2:
Billing and shipping address details should be filled on “Order Details” screen. This information will be necessary in cases that certificate will be delivered by courier. Each application provides for a single billing address and form of payment for multiple ships. If you require separate payments and/or separate delivery addresses, then separate applications will be required.
After the information on step 1 and 2 is filled, you will not need filling it again, it will be saved for future applications; press continue button to go to the next screen.
STEP 3:
On application list screen you are able to search in our fleet, the vessel (s) would you like to apply for, just please type on search the IMO Number, Name of Ship, Call Sign; then click the search button to bring the ship information automatically. Please complete the remaining fields and upload the following documents:

Patent Copy

SMC copy (at least Interim Certificate), or Company’s Document of Compliance copy (DOC) along with Statement of Commitment from Ship-owner/operator if SMC is not issued yet.
In case of ships not subject to ISM Code compliance, please upload a Statement of Commitment indicating the Company responsible of the Ship Operations (Shipowner or Manager).

Payment Copy
Also on this screen you are able to select the Segumar Office of your preference for processing your request. Finally press “Add application” button. Please note that before press continue, you can add more ship applications as necessary, and limit is 10 (ten). Press “Continue” button.
STEP 4:
Verify the amount to be paid and make sure that your payment receipt has been made accordingly. Press “Continue” button to send you application.
MSM Certificate will be processed by the selected Segumar Office and delivered by e-mail (Electronic Certificate). Original signed document is not required any more.
