As per international entry into force of the Nairobi International Convention on the Removal of Wrecks, 2007 (WRC), the Republic of Panama has adopted the Convention through Law No. 26 of May 4, 2015. Instrument of accession has been deposited on August 18, 2015. Additional details on the WRC are available in our Merchant Marine Circular No.317 (http://www.segumar.com/wp-content/uploads/2015/08/MMC-317aug2015.pdf). This Convention states that vessels of 300GT and above are required to carry a WRC certificate confirming insurance as it is required by the Nairobi International Convention on the Removal of Wrecks, 2007 (WRC) since its entry into force on 14 April 2015.
Important information to be considered prior the submission of the related application:

Make sure that P&I Club issued Wreck Removal Blue Card is approved by the Republic of Panama, information is available in our Merchant Marine Circular No.202 (http://www.segumar.com/wp-content/uploads/2015/08/MMC-202august2015.pdf). The Blue Card must also indicate the Name and Address of the Principal Place of Business of the ship owner in accordance with the provisions of Article 12 of the Nairobi Convention.

You may apply for multiple certificates for multiple vessels with a single order provided that they will use the same form of payment and same delivery address. If you require separate payments and/or separate delivery addresses, then separate orders should be placed.

Fee for issuance of the certificate is US$150 and certificates can be issued to registered vessels and vessels registered in States that are not Party to the WRC.

STEP 1:
Press “Ready to apply” button to begin fill your application. Fill in all required page fields marked with asterisk (*) on “Agent Details” screen, note that you will be able to search the agent name typing one word, furthermore once your information is saved, it can be displayed for future applications. Make sure to include on “E-mail Address” field of E-delivery Section the correct information to receive notification of the certificate, press “continue” button.
STEP 2:
Shipping address details should be filled on “Agent Details” as well. This information will be necessary in cases that certificate will be delivered by courier. Each application provides for a single shipping address and form of payment for multiple ships. If you require separate payments and/or separate delivery addresses, then separate applications will be required.
After the information on step 1 and 2 is filled, you will not need filling it again, it will be saved for future applications; press continue button to go to the next screen.
STEP 3:
On “application list” tab you are able to search in our fleet, the vessel (s) would you like to apply for, just please select the flag and then type on search the IMO Number, Name of Ship, Call Sign; then click the search button to bring the ship information automatically. Please complete the remaining fields and upload the required documents (Blue card, Registry certificate and official payment receipt), make sure that writing information is according to the blue card. Also on this screen you are able to select the Segumar Office of your preference, where the Certificate will be processed.
STEP 4:
Finally press “Add application” button. Please note that before press continue, you can add more vessels as necessary, up to ten (10) applications of the same Certificate type is supported by the system. Press “continue” button in case you are done. A new tab is automatically displayed “Order Review” just to have a brief summary of your applications.
STEP 5:
Press “Done” button to send your application. You will be assigned with a control number of application, just for internal purposes. Would you like to apply for additional certificates just press the type of Certificate that you requires to apply for.
WRC Certificate will be processed by the selected Segumar Office and e-mail confirmation will be sent when the Certificate is issued.
